The Government of the Republic of Yemen has taken note of the statement issued by Mr. Jamie Mcgoldrick, the Humanitarian Coordinator on the Humanitarian situation and the ongoing food crisis in Yemen.
The Government is in deep distress for the dire humanitarian situation in Yemen as a result of the coup d’état against the legitimate government, the waging of war by militias and the storming of cities and villages. At the same time, the Government stresses its commitment to deal seriously and attentively with all reports and statements concerning the humanitarian situation. The Government is exerting its best efforts to reduce the suffering of citizens and in this regard, The Government wishes to make clear the following points:
It is shocking and saddening at the same time that the statement by the Humanitarian Coordinator refers to the deteriorated humanitarian situation whilst neglecting to refer to those who caused it ( Houthis and their allies) and their practices. These practices included, but were not limited to, the looting of aid materials and petroleum products to sell them in the black market to fund their war machine, the seizure of state resources, local taxes and savings of national funds and investing these funds in buying properties and building villas for militia leaders, and the use of schools, hospitals and public facilities for military purposes.
The Government of Yemen expresses its surprise that the Humanitarian Coordinator has not discussed the catastrophic situation in the city of Taiz that has lived for about two years under a brutal siege and a barbaric shelling of civilian houses and neighbourhoods with complete lack of water, food and medicines and where life is paralyzed. The Government invites the Humanitarian Coordinator to condemn the siege imposed by these militias on the villages of Bilad ALwafi to the west of Taiz city.
On a daily basis, militias bomb and burn houses of civilians and forcibly displace them from their villages. No voices calling for the lifting of this siege were heard.
The Government of Yemen repeatedly confirmed that the operations of the National Army, supported by the Arab Coalition to the liberate the western coast, are aiming at lifting the suffering of citizens who are under prejudice, oppression, arbitrary arrest, killing, denial of aids, torture, forced displacement and recruitment. The Government is making its best efforts to secure liberated areas, remove landmines, restore basic utilities, facilitate the return of citizens and deliver necessary aid materials in cooperation with relief organizations.
The reference to the inability of Aden seaport to accommodate the demand for imports are far from the truth. Aden seaport is in full readiness and capable of receiving all types of assistance and goods. In this respect, the Government confirms that it shall work to secure the receipt of aid through Aden Seaport and ensure the smooth and unhindered flow of these materials through areas under its control.
The reference to the non-payment of salaries by the Government lack substance. The Government endeavours to pay the salaries of staff in all parts of Yemen although rebels are refusing to deliver staff data and the lack of a reliable staff database. The Government gives priority to local bodies that have submitted complete staff lists.
The Government of Yemen invites the Humanitarian Coordinator, and all UN agencies, to criminalize the recruitment of children and to exercise pressure on those militias to evacuate militia members from schools and reopen these schools for children rather than using them to fuel its lost war. The Government also invites UN agencies to criminalize the laying of landmines that results in dozens of victims every day. The Government of Yemen also invites the Humanitarian Coordinator and all relevant organizations to assist the Government of Yemen to clear landmines in liberated areas as these landmines prevent IDPs from retuning and hinder the delivery of relief materials.

أطلعت حكومة الجمهورية اليمنية على البيان الصادر عن السيد جيمي مكغولدريك منسق الشؤون الإنسانية حول الوضع الإنساني واستمرار الأزمة الغذائية في اليمن.
والحكومة إذ ينتابها الألم للأوضاع الإنسانية المتردية التي وصل إليها اليمن بسبب الإنقلاب على السلطة الشرعية واشعال الانقلابيين للحرب واجتياح المدن والقرى واستمرارهم فيها فإنها تؤكد التزامها بالتعامل بجدية واهتمام مع كل ما يرد من تقارير وبيانات تتناول الشأن الإنساني وتبذل كل ما في وسعها للتخفيف من آلام المواطنين . وفي هذا الصدد تود الحكومة أن توضح النقاط التالية:- أنه لأمر يدعو للاستغراب والحزن في أن واحد أن يتم تناول الوضع الإنساني المتدهور في اليمن مع تجاهل الاشارة الى المتسببين (الحوثيين وحلفائهم) وممارستهم والتي منها على سبيل المثال لا الحصر سرقة المساعدات الاغاثية والمشتقات النفطية وبيعها في السوق السوداء لتمويل آلة الحرب، نهب موارد الدولة والضرائب المحلية ومدخرات الصناديق الوطنية واستثمارها في شراء العقارات وبناء الفلل لقيادات المليشيا، واستخدام المدارس والمستشفيات والمرافق العامة وتحويلها الى ثكنات عسكرية. تعرب الحكومة اليمنية عن استغرابها لعدم تناول منسق الشؤون الإنسانية للوضع المأساوي في مدينة تعز التي تتعرض منذ ما يناهز العامين لحصار وقصف عشوائي بربري على مساكن وأحياء المدنيين في ظل انعدام شبه كامل للمياه والغذاء والدواء وشلل كلي للحياة، وتدعو الحكومة منسق الشؤون الإنسانية في اليمن لإدانة تجريم الحصار الذي تفرضه المليشيات الإنقلابية على قرى (بلاد الوافي) غرب مدينة تعز، حيث تقوم المليشيا كل يوم بتفجير وإحراق منازل المواطنين وتهجيرهم قسرا عن قراهم ولم نسمع من ينادي برفع الحصار عنهم. تؤكد حكومة الجمهورية اليمنية مرارا ان تحركات الجيش الوطني مدعوما بالتحالف العربي لتحرير مناطق الساحل الغربي يأتي بهدف رفع المعاناة عن المواطنين القابعين تحت وطأة الظلم والقمع والقتل والحرمان والتعذيب والإكراه والتهجير القسري والتجنيد الإجباري، وتبذل الحكومة جهودها لتأمين المناطق المحررة وإزالة الألغام وإعادة تأهيل المرافق الأساسية وإعادة المواطنين وإيصال الأغاثة اللازمة بالتعاون مع المنظمات الإغاثية. ان الحديث عن عدم قدرة ميناء عدن على استيعاب الطلب على الواردات الى اليمن عار على الصحة، فميناء عدن في كامل جاهزيته وقادر على تأمين استقبال كافة المساعدات والقيام بواجباته على أفضل وجه، وفي هذا الإطار تؤكد الحكومة اليمنية انها ستعمل على تأمين استقبال المساعدات من ميناء عدن وضمان مرورها السلس عبر المناطق الواقعة تحت سيطرتها دون أي معوقات.ان الإشارة الى عدم صرف الحكومة للرواتب أمر غير موضوعي. حيث تعمل الحكومة بكل طاقتها لصرف مرتبات الموظفين في كل مناطق اليمن رغم رفض سلطات الانقلاب لتسليم بيانات الموظفين وعدم توفر قاعدة بيانات يعتمد عليها، وتعطي الحكومة حالياً الأولوية لتلك الجهات التي تنجز اعداد كشوفات موظفيها. تدعو الحكومة اليمنية منسق المساعدات الإنسانية وجميع منظمات الأمم المتحدة لتجريم تجنيد الأطفال والضغط على المليشيا الانقلابية لإخلاء المدارس من عناصر مليشياتها وإعادة فتحها لأولئك الأطفال بدلا من استخدامهم كوقود لحربهم الخاسرة .كما تناشد مؤسسات الأمم المتحدة لتجريم زراعة المليشيات الحوثية للألغام التي يسقط بفعلها عشرات الضحايا من المدنيين . وتدعو منسق المساعدات الإنسانية وجميع المنظمات لمساعدة الحكومة اليمنية لإزالة الألغام في المناطق المحررة كونها تمثل عائقا أمام عودة النازحين ودخول المساعدات الإغاثية.
