Signing the Riyadh Agreement between the Yemeni government and the Transitional Council

The Yemeni government and the Transitional Council signed an agreement in the presence of President Abd Rabbo Mansour Hadi, Vice President Ali Mohsen Saleh, Speaker of the House of Representatives Sultan Al-Berkani, Prime Minister Mueen Abdul Malik and a number of ministers, officials and ambassadors.

The agreement, signed under the auspices of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and in the presence of Crown Prince Mohammed bin Salman and Crown Prince of Abu Dhabi Mohammed bin Zayed, stipulates the commitment of both parties to activate the role of all authorities and institutions of the Yemeni state, in accordance with the political and economic arrangements set out in Annex I This Agreement and the reorganization of the military forces under the command of the Ministry of Defense in accordance with the military arrangements set out in Annex II to this Agreement.

The agreement, signed by the government side, Deputy Prime Minister Salem al-Khanbashi and the transitional council, Dr. Nasser al-Khabaji, provides for the reorganization of security forces under the leadership of the Ministry of Interior in accordance with the security arrangements set out in Annex III to this agreement and commitment to full citizenship rights for all the people of Yemen and to reject regional and sectarian discrimination And renounce division and division.

The Prime Minister of the current government shall start his work in the interim capital of Aden within a period not exceeding seven days from the date of signing the agreement to activate all state institutions in various liberated governorates to serve the Yemeni citizen, and work to pay salaries and financial dues to employees of all military, security and civil sectors in the state and its institutions in the interim capital. The President, based on the criteria of competence and integrity and in consultation, shall appoint governors and security directors in the rest of the southern governorates within sixty days from the date of signing this Agreement.

Annex II (Military Arrangements) provides for the return of all forces, which moved from their main positions and camps towards the governorates of Aden, Abyan and Shabwa since the beginning of August 2019, to their previous positions with their entire personnel and weapons and to be replaced by the security forces of the local authority in each governorate within fifteen days. From the date of signature of this Agreement.

It also confirmed the transfer of all military forces of the government and formations of the Transitional Council in the province of Aden to camps outside the governorate of Aden determined by the leadership of the Coalition to support the legitimacy in Yemen, within thirty days from the date of signing this agreement, and directed under plans approved and under the direct supervision of the leadership of the Coalition to support the legitimacy In Yemen, the First Brigade is exempted from presidential protection, which is entrusted with the task of protecting presidential palaces and surroundings, securing the movements of His Excellency the President, and providing security protection to the leaders of the Southern Transitional Council in Aden under the leadership of the Coalition for the Support of Legitimacy.
