Signing the Riyadh Agreement between the Yemeni government and the Transitional Council

The Yemeni government and the Transitional Council signed an agreement in the presence of President Abd Rabbo Mansour Hadi, Vice President Ali Mohsen Saleh, Speaker of the House of Representatives Sultan Al-Berkani, Prime Minister Mueen Abdul Malik and a number of ministers, officials and ambassadors.
 

The agreement, signed under the auspices of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and in the presence of Crown Prince Mohammed bin Salman and Crown Prince of Abu Dhabi Mohammed bin Zayed, stipulates the commitment of both parties to activate the role of all authorities and institutions of the Yemeni state, in accordance with the political and economic arrangements set out in Annex I This Agreement and the reorganization of the military forces under the command of the Ministry of Defense in accordance with the military arrangements set out in Annex II to this Agreement.

 

The agreement, signed by the government side, Deputy Prime Minister Salem al-Khanbashi and the transitional council, Dr. Nasser al-Khabaji, provides for the reorganization of security forces under the leadership of the Ministry of Interior in accordance with the security arrangements set out in Annex III to this agreement and commitment to full citizenship rights for all the people of Yemen and to reject regional and sectarian discrimination And renounce division and division.
 

Both parties are committed to stop all kinds of abusive media campaigns between the parties and to unite efforts under the leadership of the Coalition to Support Legitimacy to restore security and stability in Yemen, and to confront terrorist organizations.

The agreement provides for the formation of a committee under the supervision of the leadership of the Coalition in Yemen led by Saudi Arabia to follow up, implement and achieve the provisions of this agreement and its annexes, and the participation of the Transitional Council in the government delegation to consult the final political solution to end the coup of the Houthi terrorist militia supported by the Iranian regime.

Under the agreement, President Abd Rabbo Mansour Hadi will issue directives to all state bodies to implement the agreement and its provisions upon signing this agreement.
 

The agreement included three annexes including the first (political and economic arrangements), which provided for the formation of a government of political competencies does not exceed (24) a minister appointed by the President in consultation with the Prime Minister and political components to be ministerial portfolios equally between the southern and northern provinces within a period not exceeding thirty days The signing of this agreement, provided that those who are known for their integrity, competence and expertise should be selected for the ministerial portfolio and those who did not engage in any hostile or inciting acts during the events of Aden, Abyan and Shabwa. Based on the criteria of competence and integrity and in consultation, His Excellency President Abd Rabbu Mansour Hadi shall be appointed Governor and Director of the Security of Aden Governorate within fifteen days from the date of signing this Agreement.A Governor of Abyan and Al Dhale'e shall be appointed within thirty days from the date of signing this Agreement in order to improve the efficiency and quality of work.
 

The Prime Minister of the current government shall start his work in the interim capital of Aden within a period not exceeding seven days from the date of signing the agreement to activate all state institutions in various liberated governorates to serve the Yemeni citizen, and work to pay salaries and financial dues to employees of all military, security and civil sectors in the state and its institutions in the interim capital. Aden and all the liberated provinces.
 

The President, based on the criteria of competence and integrity and in consultation, shall appoint governors and security directors in the rest of the southern governorates within sixty days from the date of signing this Agreement.
 

And management of state resources, ensuring the collection and deposit of all state revenues, including oil, tax and customs revenues, in the Central Bank of Aden, disbursement under the approved budget in accordance with Yemeni law, and the submission of a transparent periodic report on its revenues and expenses to the Parliament for evaluation and monitoring, and that regional and international experts and specialists Necessary advice on this.
 

Activating the Central Organization for Control and Accounting and vaccinating it with honest and professional personalities, reconstituting the National Anti-Corruption Authority and activating its oversight role, re-forming and activating the Supreme Economic Council and strengthening it with competent, experienced, impartial and independent personalities.It is linked to the Prime Minister to support financial and monetary policies and fight corruption.
 

Annex II (Military Arrangements) provides for the return of all forces, which moved from their main positions and camps towards the governorates of Aden, Abyan and Shabwa since the beginning of August 2019, to their previous positions with their entire personnel and weapons and to be replaced by the security forces of the local authority in each governorate within fifteen days. From the date of signature of this Agreement.

As well as the collection and transfer of medium and heavy weapons of various types from all military and security forces in Aden within fifteen days from the date of signing this agreement to camps inside Aden determined and supervised by the leadership of the Coalition to the support of legitimate government, and is not allowed to exit these weapons only under approved plans and under the direct supervision of The Coalition for the Support of the Legitimate government in Yemen, these weapons include in particular tanks, armor, artillery, Katyusha, heavy mortars, thermal missiles, and crews armed with heavy and medium caliber.
 

It also confirmed the transfer of all military forces of the government and formations of the Transitional Council in the province of Aden to camps outside the governorate of Aden determined by the leadership of the Coalition to support the legitimacy in Yemen, within thirty days from the date of signing this agreement, and directed under plans approved and under the direct supervision of the leadership of the Coalition to support the legitimacy In Yemen, the First Brigade is exempted from presidential protection, which is entrusted with the task of protecting presidential palaces and surroundings, securing the movements of His Excellency the President, and providing security protection to the leaders of the Southern Transitional Council in Aden under the leadership of the Coalition for the Support of Legitimacy.
